Assurance Statement
Any form of harassment, bullying, or discrimination can be devastating to an individual. Therefore, the Dubuque Community School District will not tolerate harassment, bullying, or discrimination based upon a trait or characteristic of a student, staff member, volunteer, or applicant for employment including, but not limited to, age, ancestry, color, creed, familial status, gender identity, marital status, national origin, physical attributes, physical or mental ability or disability, political belief, political party preference, race, religion, sex, sexual orientation, or socioeconomic status. The school district requires all agencies, vendors, contractors, and other persons and organizations doing business with or performing services for the school district to subscribe to all applicable federal and state laws, executive orders, rules and regulations pertaining to contract compliance and equal opportunity.

Unsafe Schools Choice Option
Persistently Dangerous Schools
A public or secondary district with multiple attendance centers must provide notice of the Unsafe School Choice Option that a student attending a persistently dangerous school or who becomes a victim of a violent criminal offense while in or on the school grounds the student attends, be allowed to attend a safe school within the district. NCLB Part E, Sec. 9532 and Unsafe School Choice Option 281 - IAC Chapter 11
The DCSD does not have any persistently dangerous schools.

All forms of harassment or discrimination involve treating someone unfairly or unfavorably. Here is a list of harassment categories that DCSD identifies. |
| Types of Bullying |
People are bullied for several different reasons. Here is a list of the 17 categories that are protected by Iowa law (Chapter 280.28) |
| Complainant Form |
This form is to be filled out by the person who believes he/she has been a victim of bullying and harassment OR by a parent or staff member who believes a student has been a victim of bullying and harassment. Parents and/or teachers can help the student with completion of this form. Once the form is completed, please return it to the school for proper investigation. |
