The video helps illustrate the big picture advantages of PBS in elementary as well as secondary schools and how it creates an atmosphere of safety, good citizenship, and character among students. The over-arching goal of PBS is to establish consistent discipline among students so learning can take place. Paula and film maker Gary Olsen toured several schools in Iowa and Illinois who have successfully implemented the program, and they created a 30 minute documentary on this innovative program.

Paula, Gary Olsen and Tim Brechlin traveled to southern Iowa, Des Moines, and Chicago, Illinois to capture the various segments that are in this film. Dubuque's Prescott Early Childhood Center was featured prominently in the video since it was one of the charter PBIS schools to adopt the program.

About the Production:

This movie project was a commission granted the Dubuque Community School District. It was granted after a previous movie was produced on this topic received enthusiastic response. It was produced for Prescott Early Childhood Center about three years ago. The movie became very popular among schools and teachers that have adopted or are considering adopting the program, and instructors were using the video to show the effectiveness of PBIS.

The movie was published on the Dubuque Community Schools website which gave it even wider distribution, and soon it came to the attention of the University of Oregon, the institution that developed PBIS. Eventually, they approached the Dubuque Community Schools about producing a more comprehensive movie that might include secondary schools and schools from urban as well as rural districts.

Paula Baumann, the district guidance counselor who is most fluent in the program since its start at Prescott Early Childhood Center, assumed the role of executive producer for the project. With the help of media designer for the district, Gary Olsen, she submitted a response to the University of Oregon's request for proposal, and a deal was soon struck. Income from the project goes into DCSD's general operational funds to reimburse the district for time spent on the project as well as compensation for district materials and equipment.
