esearch supports the fact that high-quality preschool makes a difference in a child's readiness for kindergarten. This is why the state of Iowa awarded Dubuque a $2.8 million dollar grant in June of 2008 to offer a minimum of ten hours of free preschool per week to every four-year-old citizen of Iowa who is four by September 15 th of the program year. Dubuque Community Schools has five of its own preschools and partners with 21 community preschools in our community.
There are no financial restrictions or preconditions on the free preschool program. This is for ALL four-year-olds.

The Voluntary Four-Year-Old Preschool grant has two overall goals. The first is to make preschool accessible to all four year olds. The second is to improve the quality of early childhood education. Programs must be staffed by teachers who have a degree in early childhood education and these teachers must attend quality professional development to enhance their teaching skills.
Participating programs must meet or exceed minimum standards of quality and they must utilize a developmentally appropriate curriculum. In January 2010, our program was verified by the Iowa Department of Education using IQPPS standards (Iowa Quality Preschool Program Standards). All children deserve to enter kindergarten ready to learn.
If you have any questions, please call my secretary, Angela, at 563-552-5879 or you can call Child Care Resource and Referral at 563-557-1628.
